There is a requirement for data to be provided on open data portal - however data is missing for several years
Open data information and information in financials of annual reports do not match

Searching annual reports I find:
- Consultancy expenditure not separated from expenditure on contractor wages
- In some years, consultancy expenditure is itemised between clinical and non-clinical. Some years it is not (reason for inconsistency?)
- Consultancies awarded have not been itemised
- Annual reports refer to QLD Parliamentary tabled items - which have not been tabled, or are not available
