Shapefiles are publicly accessible through the Queensland Spatial Catalogue (QSpatial) at qldspatial.information.qld.gov.au/catalogue/custom/index.page

Search for "water trading zones" in the "inland waters" category and you will be able to download all datasets for supplemented and unsupplemented zones, as well as surface water and underground water.
