As part of this innovative model, all training, employment and industry activity is focussed on tackling barriers that are contrary to the goal of reducing reoffending. The ultra-modern secure facility houses mainstream, protection and residential prisoners. Upon arrival at BCC, new prisoners are inducted into the correctional system, have their risks and needs assessed and have an offender rehabilitation plan formulated to cover the duration of their sentence. Prisoners are then transferred to suitable correctional centres elsewhere in Queensland to complete their sentence. A variety of dynamic offender management regimes are utilised in managing the diverse offender population that includes mainstream and protection offenders. Formally known as the Sir David Longland Correctional Centre, the centre was reopened in June 2008 after a two-year redevelopment. The centre has state-of-the-art security including computerised security management systems, surveillance cameras, perimeter intrusion detection systems, x-ray machines and drug detection scanners. The centre also boasts a range of water and energy saving initiatives such as rainwater tanks, water saving fixtures, toilets with flush valves that control the number of flushes in a 24-hour period, timed shower controls and push button basin taps in cells that automatically turn off.

The centre has secure and residential accommodation for high security prisoners and a farm complex for low security prisoners. In 2021 the centre completed a $241 million expansion to increase prisoner capacity as well as upgrades to the infrastructure including industries, kitchen laundry, prisoner processing and the medical unit. The centre offers a wide range of programs and services to prisoners, as well as providing an environment devoted to integrated vocational education and training. The Springsure, Clermont and Blackall Work camps are aligned to the centre.

The centre and surrounding property is located on over 770 hectares. The centre encourages a self-directed rehabilitation model to prepare prisoners for release to the community or community-based supervision. Prisoners are encouraged to work and obtain new skills, with work including landscaping, Pups in Prison program, sewing, and farm work. Prisoners also participate in community service work which includes cleaning, mowing, gardening, painting, maintenance and animal care. The Centre also breed cattle, with prisoners responsible for feeding and caring for the animals, and assisting with all farm work including maintenance, weed control and fence repair or reconstruction. The centre has an on-site koala fodder plantation which has over 400 eucalyptus trees which are harvested to feed koalas in care. They also grow native plants from seed in the on-site nursery, which are available to use in conservation and rehabilitation projects across Southeast Queensland. Attached to Numinbah Correctional Centre is the Warwick Work Camp (WWC).

The Centre provides high security secure placement accommodation for sentenced and remand women that are classified as high or low security. It houses both secure and residential prisoners. SQCC is staffed by a variety of different professions including Administration officers, Counsellors, Education and Program officers, Psychologists, Trade Instructors, Cultural Liaison Officers and Landscapers. The women at SQCC have a wide range of employment opportunities within the Centre in areas including food services, horticulture, laundry operations and manufacturing. Southern Queensland Correctional Centre works to address offending behaviours by offering a various therapeutic interventions and substance abuse counselling. SQCC encourages women to prepare themselves for success upon release into the community and delivers a varied suite of educational and vocational programs in which women can receive Certificate II and III qualifications. As one of the newest Correctional Centres in Queensland, it is equipped with a number of water and energy saving features including toilets with flush valves that control the number of flushes in a 24-hour period, timed shower controls and stormwater harvesting.

The male and female secure centres are reception and remand facilities. Both centres accommodate mainstream with the male centre also accommodating protection prisoners. Townsville Correctional Complex also has both a male and a female low custody centre. The centre supports laundry, tailor shop, metal shop, kitchens, and farm industries for employment of prisoners. In addition to centre requirements, the laundry and tailor shop provide services under contract to the community. Prisoners from the low custody sites also deliver community service projects in the Townsville community. The Bowen Women's Work camp is aligned to the Townsville Women's Correctional Centre. The Julia Creek, Boulia and Winton Work Camps are aligned to the Townsville Men’s Correctional Centre. All work camps assist in the community completing community projects, special events and general upkeep of parks and gardens around the shire.

The centre takes an integrated approach to the delivery of services to prisoners through a structured day timetable, which enables half of the prisoners employed in industries to work in the morning and the other half in the afternoon. Metal fabrication, paint and powder coating, textiles and assembly workshops are the major industrial workshops at Wolston Correctional Centre. Industries operate seven days a week, 12 hours a day. This allows workers to attend programs, education, vocational training and to use other prisoner services during the part of the day they are not required for work. The centre delivers a broad range of intervention and general offending programs and delivers a range of sexual offending treatment programs.
